Context
The State Council of the Canton of Vaud has opened a public consultation on the cantonal master plan, called in French "Consultation publique sur le plan directeur cantonal (PDCn)".
This procedure aims to update the PDCn by incorporating several projects of cantonal importance in the form of "minor adjustments," within the framework of a "regulated coordination" according to the federal law on spatial planning (LAT).
This directly concerns the Tattes-de-Bogis landfill project, but also other projects that have major effects on the territory and the environment.
The Canton has not released any official information, despite 10 years of preparation. The municipalities respond that "it is a cantonal procedure."
And the public consultation was quietly launched during the height of the summer vacation period!
What this means
Without a response from the public, the project will be approved ... in silence!
The Canton will move on the next stage: the status of "regulated coordination" of the Tattes-de-Bogis landfill project will be integrated into the Cantonal Master Plan, with no further public debate possible.
What to do
It’s time to make our voices heard: let’s not wait for the Cantonal decisions to become irreversible!
It's important, and easy to do:
- Write an email and/or a letter with your comments/remarks on the landfill project and the cantonal procedure.
- In the subject line, indicate: « Réponse à la consultation publique PDCn 4 quinquies - projet de décharge de type A et B des Tattes-de-Bogis (F42) »
- Specify your place of residence, your legitimate interest as concerned citizen, and your comments on the potential impacts.
- Send your letter for the attention of the DGTL (General Directorate of Territory and Housing) of the Canton of Vaud:

Consultation deadline
Send your written contribution (email and/or postal mail) by Friday, September 19, 2025.
Who can participate
Everyone can express themselves, and write to the Canton explaining their legitimate interest in the consultation and the impacts they are concerned about (no prior public consultation or information, proximity, environment, etc...).
In particular:
- All Swiss citizens or residents (regardless of your nationality, residency status, age, etc.).
- French residents of border areas (Pays de Gex, Sauverny, Grilly, Divonne-les-Bains, etc.)
- Environmental, cultural, sports, school associations, etc.
- The concerned municipalities can submit an official position statement.
- Local elected officials (Municipalities, municipal councilors) are also invited to get involved.
How to write your letter
(Example of a template letter to customize below)
1. Start with your personal information:
- First and last name
- Complete address
- Email address for confirmation (optional)
2. Specify your place of residence
This allows the Canton to understand why you are concerned, even if you live outside the canton.
Examples:
- “I am a resident of Chavannes-des-Bois, Chavannes-de-Bogis, Commugny, Tannay, Versoix, etc…”
- “I reside in Divonne-les-Bains, in immediate proximity to the planned site…”
3. Highlight your legitimate interest
It is important to explain why this project directly affects you as an individual, resident, or user of the area.
4. Express your personal remarks
Describe the impacts you fear (noise, traffic, pollution, etc.), particularly in relation to your daily life or your local environment.
Examples:
- Risks to local biodiversity (fauna, flora, protected areas)
- Possible impact on the groundwater or wetlands
- Air or water pollution
- Increased road traffic
- Impact on the landscape or natural heritage
- Proximity to residential areas or frequented places
- Road or pedestrian insecurity
- Disruption of walking or biking routes
- Noise (truck traffic, construction machinery)
- Increased stress or anxiety related to the environment
- Impact on health (dust, noise, etc.)
- Overload of local infrastructure (roads, etc.)
- Loss of quality of life
- Incompatibility with environmental protection objectives
- Devaluation of real estate assets
- Etc...
It is important to emphasize not only the lack of clear and regular information from the municipalities and the Canton over the years, but also the fact that this public consultation was launched in the middle of the summer period, making broad and informed citizen participation difficult.
